COPPERAS COVE — The Copperas Cove Economic Development Corporation laid the groundwork for the second phase of Five Hills to be ready to go.

At a special meeting, the Cove EDC approved the final plat for the second phase of the Five Hills shopping center development, which will eventually be sold to Endeavor Real Estate, which is developing the site.

After the city accepts the plat, which should be proposed at a Nov. 12 meeting, Endeavor can sale the property as a developed site, said Polo Enriquez, Cove EDC executive director.
