Biography: Juan Rivera was born in Bayamon Puerto Rico. He is married to Myrthalina Rivera and has 3 children who are graduates of Ellison High School in Killeen. Luis, the eldest, lives in Virginia, is serving as a civilian in the Military Intelligence community and a Reservist Police Officer; Juan Jr. makes his home in Florida; and, Myrthalina Baxter and her husband are currently living in Killeen. Juan raised his family stressing the importance of family values, as well as the importance of helping others.

Juan joined the U.S. Army at the age of 18 and served his country for 27 years. After completing Airborne School training, he was deployed to Vietnam with the 25th Infantry Division. He earned the US Army Combat Infantryman’s Badge and was awarded the Bronze Star Medal with “V” Device for Valor with two oak leaf clusters. In 1976 during a three-year sabbatical from military service, he joined the Criminal Bureau of Investigation in Puerto Rico. He served in the Police Force in Puerto Rico achieving the rank of Detective before returning to military service in 1980 and retired in 1994.

Juan holds a Bachelor of Science Degree in Administration from the Inter-American University of Puerto Rico and a second BA on Theology from the University of Minnesota. Before he decided to participate in politics, he is an active member of the community. He is currently the Chairman of the Hispanic American Chamber of Commerce of Central Texas.

Juan was elected Councilman for District 2 of the City of Killeen in 2007, and re-elected for a second term. He believes that City Government has the responsibility to protect its citizens and believes in having a strong, capable, and well paid police and fire-fighting force. He is a member of Crime Stoppers in his neighborhood; he went for rides along with the Police and participated in Firefighter’s practices.

During his time as City Council, Juan Rivera was the Chairman for the Community Service Committee. He also participated in the Youth Advisory Committee, Solid Waste Committee, Land Use/Development Committee, Public Safety CIP Committee, Sister Cities Committee, Diversity Coalition Committee, and Animal Advisory Committee. He was a member of LULAC, the Board Firefighters Pension’s Plan, and La Casa de Puerto Rico.

Juan is a hard working man who likes to serve people and believes that the City needs to pay attention to the quality of life of the community.
