The Copperas Cove Economic Development Corp. approved a zoning proposal Tuesday for about 116 acres received in a land swap with Fort Hood.
The EDC board proposed the area be zoned B-5, which allows for a vast array of retail businesses and restaurants. The zoning comes seven days after the first of two voluntary annexation public hearings held by the city for the entire
125-acre swath of land. It also sets the stage for the future $13 million upscale housing development, Constitution Court, the Shops at Five Hills development and the EDC's digital sign.
"This zoning is critical for the digital sign, but more importantly, the marketing and
infrastructure that goes with it," said EDC Executive Director Polo Enriquez.
Marketing Director Monica Hull said the B-5 zoning allows for the most flexibility for retail. The remaining acreage to the south will be left unzoned at this time, she said.
City Councilman Danny Palmer, who serves as liaison between the entities, noted that restaurants in the area would need a conditional-use permit to serve alcohol.
The EDC must submit the zoning proposal, with a $200 filing fee, before Monday for the Sept. 8 planning and zoning meeting. If approved by planning and zoning, the council will consider the proposal on either Sept. 21 or Oct. 5.
In related action, the board approved a contract with Dixon Paving Inc. for $1,169,200.70 of capital funds for the Constitution Drive extension. The project will extend the road from its current endpoint at Mashburn Drive to connect with Mueller Street.
The action also gave EDC Board Chairman Dan Yancey the authorization to sign the contract. The contract was awarded July 9 and authorized by the city council July 20.
"This is the last step other than the pre-construction meeting with Dixon Paving and the signature," Enriquez said.
