Cove council revises fee schedule for parks and recreation use


COPPERAS COVE — In a unanimous vote Tuesday, the City Council approved a revision of the city’s fee schedule for the use of parks and recreation services.

“There were some additions and changes to the fee schedule, including a revision to ballfield and youth activity (rentals),” said Ryan Haverlah, budget director and assistant to the city manager. “(It costs in man hours to) line fields and prepare it for play and to keep up maintenance. Team fees will increase by $5 and is based on the number of individuals for each team activity, so if there are 10 people, the cost will be $50 and if there are five people per team, the cost will be $25.”

The fee schedule identifies specific fees for recreation, sports, activities and field usage, including in-season rates as it relates to different groups, per participant/per season or per hour/per field. Vendor fees also were increased to $75 per year.

The fee schedule was adopted by the council Sept. 3 for the 2013-2014 fiscal year, and amended Nov. 12; the city approved the outside organization facility lease agreement Jan. 21.

In other council business, the city approved combination tax and revenue certificates of obligation for a $9.5 million bond. The bond maturity and interest rates for ordinance 2014-08 would bring in $95,000 over the life of the bond.

“These are good figures,” said City Manager Andrea Gardner. “Markets are improving (for bids) and bonds received and upgrade. We now have AA rating.”

Also approved was donation of Fire Station 2 cabinets and countertops to VFW 8577 once the building is vacated and listed as surplus; a community service restitution program between the city and the Coryell County juvenile probation services; and the authorization of an agreement with First Southwest for arbitrage services.
