The future owners of a lot on Avenue B in Copperas Cove hope to start building a strip mall in four weeks.

“We signed the contract once we got final approval on the zoning, and we are about to buy that property,” said Asif Momin, a private builder out of Austin.

Last week, the Coppperas Cove City Council rezoned the property to a multifamily district with conditional uses for a narrowed list of businesses.

Momin’s vision for the property is to build a 7,000- to 8,000-square-foot strip facility.

The site used to contain several mobile homes. When current owners Ronnie and Barry Lightfoot cleaned up the property, they attempted to sell it as a location for future apartments, single-family dwellings or duplex sites, the brothers said.

Ronnie Lightfoot said they couldn’t find buyers.

Prior to a zoning change request made in 2007, the Lightfoots had been approached to make it a commercial sight because of its location.

The request in 2007 and a second request in October to rezone the property to commercial failed, city documents stated.

The property was too narrow to accommodate the wide array of businesses in the commercial districts.

The conditional-use zoning permit created just months prior to April’s request provided the city and owners a middle ground to work from, City Planner Chris Stewart, with Austin-based Stewart Planning LLC, told the council in April. It allowed for a narrowed spectrum of businesses.

According to the conditional-use permit, Monin can place the following types of businesses on the property: a convenience store; accounting, auditing, tax and bookkeeping services; computer services; insurance agents; carriers; real estate agents, brokers and management; beauty and barber services; laundering and dry cleaning; and bakery products.

Two residents voiced their concerns during the meeting.

They said they believed crime, light and noise pollution might increase.

Stewart said delivery hours will be restricted, and hooded lights for the parking lot and building security will be required.
