COPPERAS COVE — Wolff Construction, of Belton, was approved by the Economic Development Corporation board of directors to reconstruct Old Copperas Cove Road at a special meeting Tuesday.
Five bids were submitted for the project and Wolff Construction’s $434,444 submission was the lowest, according to meeting materials.
Because the contract exceeds $25,000, it will be submitted to the Copperas Cove City Council for final approval at its Feb. 19 meeting.
Otto Wiederhold, senior vice president of Walker Partners, the company contracted to oversee infrastructure construction around the Five Hills shopping center development, said he visited some completed Wolff Construction projects in Temple and Belton.
“The people I talked to stressed the final project was good, but to have an inspector there,” Wiederhold said.
Variances in prices from the initial design of the reconstruction in 2011 also were attributed by Wiederhold to rising oil prices, which affect the cost of asphalt.
Initial designs also were created under the assumption that the spine road through the developments and the Old Copperas Cove Road-Robert Griffin III Boulevard intersection were not complete and the progress on the Narrows Business and Technology Park development was not yet certain.
Funds for the reconstruction will come from the EDC’s 2012-13 capital funds budget.
