Survey: Troops lose trust in Army’s promotion system
After 12 years of war, tightening budgets and an uncertain future, almost half of soldiers don’t believe the Army is committed to them, according to an annual leadership survey.
The survey showed 47 percent of active-duty soldiers and 42 percent of reserve-component soldiers agreed or strongly agreed that “the Army no longer demonstrates that it is committed to me as much as it expects me to be committed.”
This is a 6 percent increase since 2010, according to the report on the 2012 Center for Army Leadership Survey of Army Leadership, which was released in July. Find out what else soldiers say they are dissatisfied with in the Sept. 2 issue of Army Times.
Alcohol sales face restrictions on post
Commanders at four major Army garrisons are restricting sales of liquor at post exchange stores or are considering it — Fort Bliss; Fort Bragg, N.C.; Fort Hood; and Army Garrison-Hawaii — according to Army officials.
For nearly one-third of soldiers and their dependents, this means booze would not be as widely available at post exchanges operated by the Army and Air Force Exchange Service.
Current and former soldiers, and their dependents, have criticized the idea of liquor sale restrictions, saying the move will not discourage drinking but encourage drinking off-post, as well as drunken driving.

NCO promotions, cutoff scores for September
The Army plans 2,578 promotions to the active duty noncommissioned officer ranks in September, nearly 500 more than in August.
September cutoff scores issued by Human Resources Command in late August authorize 718 advancements to staff sergeant and 1,369 to sergeant.
The soldiers will come from a pool of 14,708 promotable sergeants and 13,959 promotable specialists.
There would be additional promotions to both these ranks if more soldiers in short-handed specialties, called STAR MOSs, were on the Army-wide sergeant and staff sergeant selection list.
As of late August, there were 10 STAR MOSs for sergeant and 17 at staff sergeant.
