Troubled vets left without health care

After leaving the Army, Jarrid Starks opted to wear a cap with a warning patch as pictured Aug. 3 in Salem, Ore. Because of his discharge status, he’s been unable to access VA health care. More than 20,000 vets face similar problems receiving benefits.
