The Bell County Society of 40 Men and 8 Horses (40/8) Local 1031 presented its “City of the Year” Award to the mayor, city council and city manager of the City of Harker Heights during a special ceremony at Tuesday’s regular City Council meeting.

According to Ronnie Wheeler of Killeen, a past Forty and Eight Society national vice commander and three-time state commander, Harker Heights is the first city in Texas to receive this award from the organization.
