Heights approves Atmos Energy rate increase

Residents will see a slight increase in their gas bills beginning next month.

Alberta Barrett, Harker Heights finance director, asked City Council members Tuesday to approve a negotiated resolution between the Atmos Cities Steering Committee and Atmos Energy Mid-Tex Division regarding the company’s 2013 annual rate review mechanism, or RRM.

Barrett said cities have jurisdiction over natural gas rates from providers in the area. Harker Heights, along with about 164 other cities served by the Atmos Energy Mid-Tex Division, makes up an Atmos Energy Steering Committee, which looks at rate increases as a system.

The imposed increase will average about 74 cents a month, but Barrett said that number could vary because it’s based on individual consumption.

The process for gas rate increases falls under the gas reliability infrastructure program, or GRIP, but Barrett said the steering committee negotiated the implementation through the RRM.

“In July, Atmos filed an application to increase their natural gas rates pursuant to the RRM,” she said. “The filing that they provided asked for an increase of $16.6 million system-wide. This is about $11 million less than what Atmos would have been entitled to if they had filed a case under the Gas Reliability Infrastructure Program.”

Council members voted to approve the ordinance.
