NOLANVILLE — After some discussion about city ordinance requirements, the City Council on Tuesday approved the 15-acre subdivision plat for Phase IV of the Bella Charca subdivision.

Casa Frente Development representatives detailed steps taken to prepare the property for construction of 35 single-family homes, but the council asked questions about planning and zoning requirements for drainage system construction.

In previous development phases, Casa Frente used high-density polyethylene, or plastic, pipes to construct drainage systems. But they learned the subdivision ordinance changed in 2008 and now requires concrete pipe construction.

“All we did was followed the master plan,” said John Blankenship, developer. “The only difference is in 2008 their ordinance said follow what Temple was doing and inserted a specific deal that said use concrete drainage pipe.”

He said polyethylene pipes are guaranteed to last about 100 years.

The council compromised with the developer, agreeing that plastic pipes can be used if concrete pipes are installed beneath roadways.

“We are making sure that if they are using that pipe under the roadway that we need to ensure longevity and that our city will not have to pay out more if that piping does not work,” Councilwoman Sherri Morales said. “Our biggest concern was making sure we are doing the best we can for our citizens moving into that area.”

Phase IV construction is estimated to cost about $1 million and projected to be complete by fall 2014, according to the developer.
