City officials established a masonry committee in an effort to create an ordinance dictating the composition of residential and commercial structures, after a previous attempt was narrowly shot down by the Killeen City Council.

The ordinance presented to the council Oct. 8 called for residentially zoned homes to be built with 75 percent masonry materials on all sides of the first floor and 50 percent on the second floor. It also required commercially zoned structures to be 80 percent masonry materials.

The council rejected the ordinance, with Mayor Pro Tem Elizabeth Blackstone and Councilmen Jose Segarra and Wayne Gilmore voting against it. Councilmen Jonathan Okray, Terry Clark and Jared Foster favored the ordinance. Councilman Steve Harris was absent and Mayor Dan Corbin broke the tie with an opposed vote.

At the council’s Oct. 15 workshop meeting, Corbin said Clark will chair a committee established to create an ordinance that the council — along with the planning and zoning commission and local builders — can agree on.

The committee includes Clark, Blackstone, Segarra, planning and zoning commissioners Johnny Fredericks and Tad Dorroh, and local builders Terry Stanley, Tim Farek and Bruce Whitis.

Corbin suggested the committee look at other cities’ ordinances for ideas and more widely address aesthetics rather than just masonry.

“I think we need to be concerned with aesthetics — how we look, how we appear both commercially and residentially,” he said. “Not just masonry, but look at how we are going to fine-tune our ordinance with regard to how we look.”

Blackstone said she would like to see the committee address fencing used around homes, because in some areas, “every fence is different.”

Gilmore said he would like to see what the additional costs would be with particular masonry standards put in place.

Harris said he would like to see landscaping addressed and the feasibility of people buying homes in Killeen with certain standards being enacted.

The committee will meet at 5 p.m. Wednesday at the Utility Collections Building, 210 W. Avenue C.
