Copperas Cove schools need 37 class-size waivers

Just one day after announcing plans to shed 57 jobs next school year, the Copperas Cove Independent School District Board of Trustees unanimously voted Tuesday to approve 37 class-size waivers.

The waivers will allow the district to exceed state mandated class size requirements of 22 students per one teacher at six of its seven elementary schools for the current school year. The waivers must be approved by the state education commissioner.

According to the request submitted to the state, waivers for all six campuses listed financial hardship and unexpected growth as the reasons why the classes need to go beyond the maximum limit of students. The size standards are for kindergarten through fourth-grade classrooms.

Earlier this month, CCISD deputy superintendent Troy Galow said the need for waivers is mostly due to the effects of cuts to state funding for the current school year, and anticipated that the need for waivers would continue in future years.

According to reports from the Texas Education Agency, the state has already approved waivers for 11 classrooms at CCISD schools. Katie Rudesheim, the district's spokesperson, said the 37 waivers voted on by the board Tuesday included the 11 approved waivers, plus another 26, which are now pending with the state.

Fourteen kindergarten classes are slated to receive waivers, the most out of all the grades listed. First-grade classrooms came in second with nine requested waivers, according to the waiver request report submitted by CCISD,

Of the six schools listed in the request, C.R. Clements/Hollie Parsons Elementary will receive waivers for 11 classrooms, more than any other school in the district. Fairview/Miss Jewell Elementary followed with eight waivers.

Districts such as CCISD can request the waivers for several reasons, including unexpected growth, inadequate facilities and financial hardship.

At a board workshop Monday, one day before the vote on the waivers, CCISD superintendent Rose Cameron presented a budget plan that would help the district cope with an estimated $4 million shortfall in state funding next year. The plan would eliminate 57 jobs, including 22 teaching positions. However, none of those positions were at the elementary school level.
