Cove EDC OKs final plat for Five Hills

COPPERAS COVE — Construction on more retail sites at the Five Hills shopping center is a step closer after the city’s economic development corporation approved the final plat.

Since the Copperas Cove Economic Development Corporation still owns the land in Phase 2 of the development, it has to submit the plat to the city for approval.

“The final plat going to the city is the last step in the development process,” said Polo Enriquez, the corporation’s executive director.

With the board’s approval on the plat, the city should be able to review the document Nov. 12, he said.

Endeavor Real Estate, the developer of the Five Hills site, is under contract to purchase the remaining 50 acres of the property. The entire retail site is made up of about 127 acres.

Once the final plat is approved by the city, Endeavor can start marketing the site as ready for building, Campbell said. The final plat will mean the remaining portion of Robert Griffin III Boulevard will be dedicated to the city and Endeavor can sell portions of it. In Copperas Cove, lots can’t be sold until a final plat is approved. “(Marketing) is ongoing,” Campbell said. “This will let us develop it at a moments notice.”

Utilities already are running throughout the site. The build-out of the site will be determined by market demand. Campbell didn’t expect any new retailers or other businesses to build in Phase II until 2015. “We have 35 acres north of Martin Luther King Jr. Drive that we are marketing right now,” Campbell said. That portion of the property is Phase 1.
