COPPERAS COVE — The City Council entered into an annexation development agreement with WB Development on Wednesday that could voluntarily annex more than 300 acres into the city.
The acreage is north of the House Creek Subdivision and could add about 1,150 residential lots.
“I think the price range would be much like House Creek,” said Bruce Whitis, owner of Killeen-based WB Development, while pitching the deal to the city. “We would be just continuing that development.”
City Manager Andrea Gardner and WB Development have been working on the agreement since October. The city and the developer would split the cost of a lift station to provide water to the subdivision.
According to city documents, the city would reimburse the developer for 70 percent of the off-site infrastructure improvements, about $542,500, based on the number of lots sold in the proposed subdivision.
That portion of the agreement would end in 2030, Gardner said. The lots have to be sold by that time.
The developer would reimburse the city for purchasing the rights to provide water to homeowners from the Kempner Water Supply Corporation.
The developer’s reimbursement would not exceed $350,000, Gardner said.
Councilman Jim Schmitz said such deals are needed to improve the city.
“We need the lots, which then ties into commercial growth,” Schmitz said. More homes will make the city look more attractive to commercial businesses.
According to the agreement, the developer will have to voluntarily annex the land to the city before the reimbursements and infrastructure improvements occur.
To become city property, the land owner must submit a petition of annexation. The petition must be accepted before the city drafts and approves a service plan for the annexation, which requires several public hearings, according to state law.
