Central Texas College will celebrate Red Ribbon Week Oct. 23-26 — a week dedicated to reminding students of the dangers of drug and alcohol use.

A Texas Department of Public Safety hearing determined that Killeen boater Jason Bernal wasn’t intoxicated when he allegedly backed up a houseboat that led to the deaths of 37-year-old Patrick Oliver and his 4-year-old daughter, Kaitlyn Oliver.
