Killeen man facing charges in woman’s hit-and-run death

A Killeen man is facing felony charges in connection with a hit-and-run accident that killed a 54-year-old woman last July.

Shawn Delano Barnes, 31, of Killeen, was arraigned Friday on a third-degree felony charge of failure to stop and render aid by Justice of the Peace Bill Cooke.

The charge was made in connection with the death of Janice Marie Zeigler.

Zeigler was killed July 18, 2013, in a fatal hit-and-run in the 2200 block of Stan Schlueter Loop sometime before 1:45 a.m.

Police believe Zeigler was walking in the westbound lanes of Stan Schlueter Loop when she was struck.

According to an arrest affidavit, a witness at the scene told police he observed two men in the roadway looking at what appeared to be a body on the night of accident. The two men fled the scene, but the witness was able to get a partial license plate number.

Killeen police were able to track down Barnes based on the partial license plate number. He initially told police he was driving that night and struck a trash can. However, a swab taken from the front of Barnes’ truck contained DNA evidence that a Texas Department of Public Safety laboratory report said was Ziegler’s, the affidavit stated.

Barnes’ is in custody in Bell County Jail. Cooke set his bail at $100,000.

Cooke also arraigned the following individuals on unrelated charges Friday:

  • Jamie Rojas Campos, 18, on a charge of aggravated assault, with a deadly weapon. Campos’ bail was set at $100,000.
  • Dillon Chris Thomas, 20, on a charge of harassment of a public servant. Thomas’ bail was set at $100,000.
  • Marcelsea Agundez Manruqiez, 35, on a charge of criminal mischief in an amount of $1,500 or more, but less than $20,000. Manriquez’s bail was set at $20,000.
  • Ashley Lynne Mehr, aka Ashley Gibson, on a charge of credit card abuse. Mehr’s bail was set at $20,000.
