Man indicted in sex assault of teenager

BELTON — A 45-year-old Killeen man was indicted Wednesday on a charge that he allegedly raped a mentally disabled teenager.

A Bell County Grand Jury indicted Ralph Raster Cooper Jr. on a charge of aggravated sexual assault of a child. Cooper is accused of raping a girl multiple times between November 2011 and June 2012.

The grandfather of the alleged victim told police Cooper unofficially assumed custody of the child after her mother died in August 2011, according to an arrest affidavit. Cooper had been dating the girl’s mother.

The teenage girl later told police that after her mother died, Cooper sexually assaulted her multiple times, the affidavit stated. The last alleged assault occurred in June, prior to the girl’s 17th birthday.

When confronted by police, Cooper confessed to having sexual contact with the girl while she was a minor, the affidavit stated.

The grand jury also returned indictments against the following:

  • Christopher Bradley Young, 30, of Temple, on a charge of evading arrest with a motor vehicle.
  • Kevin Jackson, 17, of Harker Heights, on a charge of arson.
  • Pablo Felipe Quintanar-Carmona, 32, of Salado, on a charge of fraudulent use of identifying information.
  • Larry Raul Hatter, 48, of Belton, on a charge of possession of methamphetamine, less than 1 gram.
  • Keith Ray Wilson, 30, of Belton, on a charge of possession of methamphetamine, 1 gram or more.
  • William Rogers, 33, of Temple, on a charge of possession of marijuana, 5 pounds or less.
  • Patriot Latrone Faulker, 35, of Temple, on a charge of possession of methamphetamine, 4 grams or more.
  • James Robert Berndt II, 45, of Killeen, on a charge of failure to comply with registration requirements.
  • John Kevin Sancedio, 18, of Temple, on a charge of aggravated sexual assault.
  • Clyde Keith Hutchins, 31, of Temple, on a charge of failure to comply with registration requirements.
  • Jennifer Marie Landaverde, 28, of Temple, on a charge of theft over $1,500.
  • Darrell James Lynch, 21, of Temple, on a charge of burglary of a building.
  • Christian Coon, 20, of Temple, on a charge of burglary of a building.
  • Jasmine Marie Wilson, 26, of Copperas Cove, on a charge of possession of cocaine, less than 1 gram.
  • Jeffrey Lamar Ellis, 28, of Killeen, on a charge of possession of marijuana, 5 pounds or less.
  • Darieal Giovanni Allen, 23, of Killeen, on a charge of aggravated robbery with a deadly weapon.
  • Todd Anthony Laplace Jr., 23, of Killeen, on a charge of aggravated robbery with a deadly weapon.
  • Byul Baek, 23, of Fort Hood, on a charge of aggravated assault.
  • Eric Charles Novak, 23, of Fort Hood, on a charge of aggravated assault.
  • Chelsea Nicole Howell, 20, of Killeen, on a charge of aggravated assault with a deadly weapon.
  • Kenneth Terrell Davis, 44, of Killeen, on a charge of assault by strangulation.
