Officer stops vehicle traveling 40 mph over posted speed limit

COPPERAS COVE — Police arrested a man suspected of driving 40 mph over the speed limit with a child in the car Tuesday.

Justice of the Peace John Guinn arraigned Robert Elgin Bowling Jr. on Wednesday on a charge of abandoning or endangering a child with criminal negligence. Guinn set his bond at $8,000.

According to an arrest complaint, an officer observed a 1996 Nissan Maxima traveling west at a high rate of speed in the 300 block of East Avenue D on Tuesday afternoon.

The officer attempted to stop the vehicle, but the vehicle continued to travel between 50 and 70 mph in areas where the speed limit was 30 and 40 mph, the complaint states. The driver of the vehicle reportedly was weaving in and out of traffic throughout the incident.

The officer eventually stopped the car in the 700 block of Robert Avenue, where the officer reportedly discovered Bowling was driving the car, states the complaint. A girl younger than 15 years old was in the front passenger seat without the proper child safety seat.
