Killeen police arrested two people after an investigator said he witnessed a drug deal for cocaine.

Police arrested Robert Earl Fullilove Jr., 37, and Glorimar Santiago, 41, in connection with an alleged drug deal witnessed by an officer in a parking lot near the 3800 block of East Stan Schlueter Loop in Killeen.

Fullilove, who police alleged sold the drugs, was charged with possession of a controlled substance, 1 gram or more but less than 4 grams, after police found a little less than 4 grams of a substance that field tested positive as cocaine, according to arrest affidavits.

Santiago was charged with possession of cocaine, less than 1 gram, after police found a small rocklike substance inside a plastic bag Santiago had hidden in her mouth, the affidavit stated.

A Killeen police narcotics detective was performing surveillance of a parking lot on Stan Schlueter Loop on Thursday night when he saw a woman later identified as Santiago approach a truck and get inside.

The detective saw Santiago give the driver, a man later identified as Fullilove, money. Fullilove then handed Santiago a plastic bag, the affidavit stated.

Believing a drug deal had just taken place, the detective approached Fullilove. After a brief chase, the detective detained Fullilove and found suspected cocaine, the affidavit stated. Another detective detained Santiago, and found the suspected drugs hidden in her mouth, police said.

Justice of the Peace Bill Cooke arraigned Fullilove and Santiago, setting their bonds at $30,000 and $20,000, respectively.

Cooke also arraigned the following on unrelated charges:

Eric Lester Arthur, 30, on a charge of unlawful possession of a firearm. Arthur’s bond was set at $25,000.

Francisco Junior Garcia-Cruz, 22, on a charge of possession of a controlled substance, less than 1 gram. Garcia-Cruz’s bond was set at $20,000.

Derek Ray Walker, 34, on a charge of possession of marijuana, 5 pounds or less but more than 4 ounces. Walker’s bond was set at $20,000.

Darrein Cornelius, 28, on a charge of forgery by passing. Cornelius’ bond was set at $20,000.

Kenneth Lararr Allen III, 28, on a charge of unauthorized use of a motor vehicle. Allen’s bond was set at $20,000.
