COPPERAS COVE — A preliminary building plan indicates the city may be the future site of the second CVS Pharmacy in the Killeen-Fort Hood-Temple area.

The plan, designed by Jacobs Engineering Group of Fort Worth, shows a 13,225-square-foot CVS Pharmacy located on the corner of Avenue D and U.S. Highway 190 with entrances on both streets.

Since the plan is preliminary, it doesn’t guarantee that CVS is coming to Copperas Cove, said chief building official Mike Morton. “The only people who can guarantee that is CVS.”

Preliminary plans are received by the city prior to commercial properties receiving construction permits, said Morton in discussing the city’s construction process.

The city will then review the plan to see if anything is wrong, which takes about two weeks, he said. If nothing is wrong, that business or person can then file for a building permit.

It is rare, but sometimes those plans are not acted upon and sometimes they take years before the business asks for a construction permit, Morton said. Again it is rare, but sometimes businesses that receive building permits for some reason choose not to build in a location they have selected.

According to an open records request, the preliminary plan is the only city documents the city has pertaining to CVS. A permit has not been issued to the company.

Calls to CVS were not returned by deadline Thursday, but the company’s website states there are 542 CVS Pharmacy stores in Texas with the closest two being located in Temple and Georgetown.

The company has about 14,000 employees in the state.
