    WELL THE KICKER TO ALL THIS IS THAT ONLY 8% OF THE PEOPLE THAT COULD HAVE VOTED (DID) AND THE REST OF YOU WATCHED YOUR FAVORATE TV SHOW.--AND THE LEGAL DECISION.SHELLY WELLS SPEAKS OF ---ANY GOOD LAWYER COULD GET THAT CONTRACT BROKEN. .

    I would think that the fact Mr. Klewier of BKCW, is stated on the BKCW business site as the Secretary of the KISD Board of Trustees. And if he still holds this position, it would show, I would believe to many, a Conflict of Interest.

    This Should have been given substantial thought by the KISD School Board before they made the decision to make the deal they did, concerning the insurance plan for the employees of the KISD. But maybe they did give it thought and decided to do it anyway.
    Which caused a large increase in the monthly dues for KISD employees health care.

    I think it was a wrong move and a bad one on the part of the board (or the ones who decided to go along with it) not all did.

    A conflict of interest
    occurs when an individual or organization is involved in multiple interests, one of which could possibly corrupt the motivation for an act in another.

    The presence of a conflict of interest is independent from the execution of impropriety. Therefore, a conflict of interest can be discovered and voluntarily defused before any corruption occurs. A widely used definition is: "A conflict of interest is a set of circumstances that creates a risk that professional judgement or actions regarding a primary interest will be unduly influenced by a secondary interest."[1] Primary interest refers to the principal goals of the profession or activity, such as the protection of clients, the health of patients, the integrity of research, and the duties of public office. Secondary interest includes not only financial gain but also such motives as the desire for professional advancement and the wish to do favours for family and friends, but conflict of interest rules usually focus on financial relationships because they are relatively more objective, fungible, and quantifiable. The secondary interests are not treated as wrong in themselves, but become objectionable when they are believed to have greater weight than the primary interests. The conflict in a conflict of interest exists whether or not a particular individual is actually influenced by the secondary interest. It exists if the circumstances are reasonably believed (on the basis of past experience and objective evidence) to create a risk that decisions may be unduly influenced by secondary interests.

    @ Wells characterized this year’s process as a “learning experience” and said it would factor into the board’s consideration for selecting a health care provider for the 2014-2015 school year.

    In other words, she seems to say, she didn't know what she was doing when she did it 'this year' ?

    Remember the names on the board who the KISD employees feel have betrayed them and what would have helped you and yours out financially.
    And let the next election show your own 'learning experience' , of what has been done to you.
    Maybe its time term limits are set on members of the KISD .

    "Jonathan Okray, the man leading the recall effort, first had the petitions notarized, then dropped them off for verification.

    Okray says, "I do believe that we have enough signatures to recall all seven council members."

    Okray estimates he needs 1050 signatures to recall a council member.

    Here are the final numbers:
    Mayor Pro-Tem Scott Cosper: 1467
    At-Large Councilman Larry Cole: 1336
    At-Large Councilman Billy Workman: 1279
    District 1 Councilman Kenny Wells: 1390
    District 2 Councilman Juan Rivera: 1333

    District 4 Councilman Ernest Wilkerson: 1444"

    looks like you people elected the wrong board members. Seems some of the names are familiar from the last scandal.

    “I certainly think we will take that all into consideration next year,” Wells said."

    You guys didn't take into consideration the cost of the insurance to the employees? What did you take into consideration? Let me guess - only the savings to the KISD budget so you would have more to spend on "other" things. As a taxpayer I'm glad you are trying to save money, but do it smartly. Having teachers and auxillary quit because they can't afford to work on their salary minus expenses will cost me more in the long run. "The members who voted against TRS expressed a number of concerns, including fears that the cost of TRS ActiveCare could go up unexpectedly due to the provisions of the federal Affordable Care Act." While they were protecting the budget from possible increased costs in mid-year, they sure weren't afraid of the guaranteed increase in cost to the employees by going with a different carrier. Once again, another great job by our elected officials.

    The four board members who voted against the advice of the KISD admin and the express wishes (by vote) of the teachers who use KISD insurance should be ashamed of themselves. The money doesn't come out of KISD's budget or their pockets, but out of the teachers pay. The plan they chose was a locally offered plan offered by Blue Cross Blue Shield by insurance brokers Bigham Kliewer Chapman & Watts and came with a huge agent's premium attached. The exact BCBS same plan through TRS comes in at hundreds of dollars less per month for teachers. BKCW gave wrong information to the teachers and the board about their insurance package and then when it was voted on, raised the rates. To say that there is no way the board can take back the contract when it was not written correctly defies all logic.

    I sincerely hope that when Killeen residents look at their insurance needs in the future they will look to a broker that provides good, accurate quotes and information. BKCW is not one of those brokers. The close personal relationships that Chapman and Klewier have with the four board members is worth noting, too.
