Members of the Killeen Independent School District Board of Trustees voted Tuesday to revamp the district’s policies concerning nonschool use of district facilities.

At its regular monthly meeting, the board voted to make specific changes to policies that governed how and when nondistrict organizations can use district-owned facilities.

The policy covers a number of possible groups, from local nonprofit organizations and churches to for-profit groups, like sports leagues, looking to host events at school facilities on property owned by KISD.

According to a report included in the board meeting’s agenda packet, the changes were proposed to create a “precise understanding” of the approval process, rates and identification of parties able to use memorandum of understanding agreements with the district.

Some of the changes were minor, such as language that allows for a designee of the superintendent to approve usage requests.

Language surrounding the lease and use of district facilities by churches also was amended. Originally, churches were only able to use district facilities for one calendar year. The new language allows churches extended rental privileges, as long as they have a procurement or construction plan underway.

One of the more significant changes included in the new policy was related to liability and insurance. The new policy language increased the required certificate of liability from at least $300,000 to $1 million for both property damage and liability coverage.

The vote on the changes passed 6-0, with board member Ken Ray absent from the meeting.
