Copperas Cove City Council placed the city in Stage 1 water restrictions Thursday night, urging voluntary conservation of water.
City Engineer Stephen Jenkins said the city hasn’t met its typical requirements for enacting the voluntary measures, but the issue was a request by the Brazos River Authority, which is seeing lake levels fall because of a lack of rain.
Councilman Kenn Smith urged residents to conserve because if they don’t, he feared water restrictions would be severe by summer.

COPPERAS COVE — The City Council on Thursday approved rezoning a portion of the Five Hills shopping center to make way for a proposed 240-unit apartment complex.
Nearly 14 acres of the 127-acre proposed retail site, which is being anchored by an H-E-B Plus, can now feature an apartment complex, as the council rezoned the space from a commercial zoning designation to a multifamily dwelling district.
