Grand jury charges three men with arson

BELTON - A Bell County grand jury indicted three men on arson charges Wednesday in two separate but similar instances.

The grand jury indicted Robert Douglas Wolfe, 27, and Randy Rene Rosas, 22, on charges of arson stemming from a May 19 incident. Also indicted was Tawain Quincy McDowell, 21, in connection with an alleged March 16 arson.

In both cases, the men set fires to cars they owned, but could no longer afford, court documents stated.

Rosas told police the payments were too high on his truck, so he and Wolfe made a plan to destroy the vehicle for insurance money, an arrest affidavit states.

Rosas drove the vehicle to a location, and Wolfe arrived sometime later and destroyed the car by setting it on fire, which police caught on a surveillance camera.

Rosas also revealed his plan to an employee of USAA who later spoke with police.

McDowell told police he was stressed out about the car payments on his Dodge Magnum when he confessed to setting it on fire, an arrest affidavit states.

His car was parked at his home in the 3300 block of East Rancier Avenue on March 16 when someone saw it on fire. Firefighters responded and were able to extinguish the small fire on the front seat of the car.

The car was not destroyed, but the fire did cause extensive smoke damage to its interior, the affidavit states.

McDowell initially denied setting the car on fire, but about a month later he confessed. He told fire investigators he lit a piece of paper on fire, placed the burning paper on the driver's seat and walked away.

The grand jury also returned indictments against the following:

Christopher Rhymer, 40, of Harker Heights, on a charge of theft over $1,500.

Steven Lee Chatham, 54, of Belton, on a charge of evading arrest with a motor vehicle.

Rebecca Danelle Anzaldua, 30, of Belton, on a charge of possession with intent to deliver methamphetamine, less than 400 grams.

Sylvia Maricella Ramirez, 37, of Belton, on a charge of debit card abuse.

Brandon Dale Turner, 20, of Morgan's Point, on a charge of sexual assault.

Roshad Akeem Freeman, 21, of Temple, on a charge of possession of methylenedioxy methamphetamine, less than 1 gram.

Joe Kenneth Harrison Jr., 35, of Temple, on a charge of possession of marijuana, 2,000 pounds or less.

Everett James Smith, 43, of Temple, on a charge of fraudulent use of identifying information.

Eddy Flores, 45, of Temple, on a charge of burglary of a building.

Arturo Retana, 54, of Temple, on a charge of driving while intoxicated with a child passenger.

Antonio Monttez Watson, 33, of Temple, on a charge of assault by strangulation.

Randolph Burton Clapp III, 37, of Killeen, on a charge of burglary of a building.

Shawnice Donyell Coles, 24, of Harker Heights, on a charge of harassment of a public servant.

Patrick Joseph Quinn, 45, of Killeen, on a charge of injury to a child.

Robert Earl Whitaker III, 20, of Killeen, on a charge of burglary of a habitation.

Nimrod Miguel Sansom, 30, of Killeen, on a charge of burglary of a habitation.

Brian Keith Pursche, 20, of Killeen, on a charge of deadly conduct.

Chauncey Demon Holmes, 22, of Killeen, on a charge of criminal mischief over $1,500.

Jessabel Salido Lucas, 31, of Fort Hood, on a charge of debit card abuse.

Robert Leblanc, 34, of Killeen, on a charge of possession with intent to deliver methamphetamine, less than 4 grams.

Frank Alonzo Jones Jr., 33, of Killeen, on a charge of possession with intent to deliver cocaine, less than 200 grams.

Jeremy Cameron Mimes, 17, of Killeen, on a charge of possession of methylenedioxy methamphetamine, less than 4 grams.

Porfirio Castro Jr., 33, of Temple, on a charge of possession with intent to deliver methamphetamine, less than 4 grams.

Candi Collins, 33, of Temple, on a charge of possession with intent to deliver methamphetamine, less than 4 grams.
