Killeen council OKs first phase of major drainage project

The Killeen City Council gave the city’s environmental services director the go-ahead at its regular meeting Tuesday to begin phase one of a major capital improvement project that will address various flooding and structural issues in the city.

The project is part of the city’s Major Drainage Capital Improvement Program, which falls under the Drainage Master Plan, adopted in 2005.

According to city documents, the project will address structural failures, flood-prone locations, street flooding and inadequate grading issues in the drainage basis. It will be done in five phases.

Kristina Ramirez, director of environmental services, said staff negotiated a “fair and reasonable” price of $63,700 with Walker Partners LLC, which will provide design and construction services for the reconstruction of Valley Ditch.

Valley Ditch is primarily located down the center of Valley Road until it crosses Rancier Avenue, meandering to its confluence with Nolan Creek, according to city spokeswoman Hilary Shine. Valley Ditch is the name recognized by the Federal Emergency Management Agency for the concrete channel.

In phase one of the project, drainage improvements at the Burlington Northern Santa Fe railroad crossing north of Avenue G, east of College Street, south of Avenue D and west of Second Street will be addressed. Ramirez said funding for the project is available in the city’s environmental service division’s budget.
