KEMPNER - The majority of Kempner Water Supply Corporation customers who received discolored water this summer will have to wait a little bit longer for the water supplier's board of directors to make a decision about any kind of compensation.

Members of the KWSC board of directors took no action Wednesday night on an agenda item to address "public relations and communications" issues that were brought up at a special meeting July 1 where customers aired their complaints.

Potential solutions brought up by customers included better communication when the water provider is having trouble or credit on customers' bills - both of which could be costly.

Those decisions should wait until the board has approved its budget for the next year, said board member Robert McDonald. The budget will be discussed in August.

"I'd hate to have to say we're short $5,000," he said.

However, 89 disgruntled customers have already received a $14 credit to their bills, said KWSC General Manager David Sneed Wednesday evening.

Those customers either made an appearance at the July 1 meeting or repeatedly complained after multiple instances of having to flush their water lines.

"We gave (the discount) to the ones who complained multiple times," Sneed told the board of directors.

Board member Vanita Craft questioned whether or not the action to credit only 89 customers was discriminatory.

"If someone wants to complain, we're in for trouble," she said.

Sneed said he wasn't sure whether it was, but said the corporation hadn't received any calls about it yet.

Sneed also said KWSC's new treatment plant - which was taken offline in June after causing some of the discoloration problems - began treating water again Saturday. There was some disagreement during Wednesday's meeting about whether the various solutions in place were short-term, long-term or permanent.
