LAMPASAS - Still without a full-time city manager, Lampasas is negotiating terms of a contract with Campbell Business Consultants to help it find someone to fill the spot.

Stacy Brack, interim city manager and assistant city secretary, was authorized to set the terms of the contract at the most recent council meeting.

The agreement will be set on a "contingency basis," said Brack.

"It will be at-risk," she said. "If they find someone, they get paid. If they don't find someone, they don't get paid."

James Campbell, executive consultant of Brownwood-based Campbell Business Consultants, said he has been in the municipal government business for 45 years.

Assuming contract approval, he will use his personal network of contacts to locate candidates for the position.

"Instead of a blanket advertisement that the job is open, I'm going to make direct, personal contact to some individuals," he said. "Many of them I know personally. Some I know by reputation and some I know by third parties."

Campbell's network will expand the reach of the city's search, said Brack, who estimated the city has received more than 40 applications since the position became open last fall.

The city is searching for someone with about 10 years of experience as a city manager or assistant city manager and with a good knowledge of state law, said Brack.

"With the complexities of our community, I think that would be a benefit," she said. "We have a lot of complex water contracts and electric contracts."

Brack said the city has not set a timeline for hiring a city manager because they're more concerned with finding the right person, but Campbell said, once a contract is approved, he expects to be able to locate candidates within 30 to 45 days.

"I don't know how long the interview and selection process may take, but I'm going to try to identify and solicit some candidates," he said. "I plan on getting started on this project immediately."
