Impact Fees

Across Texas, cities are implementing impact fees — a one-time charge billed to developers and builders that would take some of the burden off taxpayers for funding new roadways and water and sewer pipes and private projects. Locally, the topic has been on and off the Killeen City Council agenda since 2010. Most recently, on Aug. 21, council members reviewed a consultant’s study on the topic and requested more information.

How is this even an issue? Of course developers should pay for new infrastructure costs. Now we're being slapped with a new fee/tax on our water bill for street repairs. What nonsense. If revenue needs increased for street repairs, then increase the fuel tax at the pump. Everyone pays equally.
