Bell County Justice of the Peace Bill Cooke arraigned a 42-year-old man on a felony drug charge Thursday.

James Ralph McMillen III was arraigned on a charge of possession of a controlled substance, 1 gram or more, but less than 4 grams. His bail was set at $30,000.

McMillen was arrested Dec. 4 after Killeen police officers searched his vehicle, and found a bag containing approximately 4 grams of a substance he told them was methamphetamine, according to an arrest affidavit.

McMillen was pulled over on a routine traffic stop, the affidavit stated.

Cooke also arraigned Coella Killings Leblanc on an unrelated charge of

possession of cocaine in an amount less than 1 gram. Her bail was set at $20,000.
