NOLANVILLE — City roads will be getting a much-needed face-lift.

Nolanville City Council members voted Thursday to award the Avenue H Roadway Improvements contract to Salado-based Lone Star Grading & Material LLC for $912,200.

The project includes reconstructing Avenue H from Main Street to 10th Street, improvements to Sims Ridge and the Cedar Ridge intersection.

The project also includes installing curbing, a gutter, a storm sewer, sidewalk improvements, traffic signs and a conduit for lighting improvements, according to engineer John Simcik, with Kasbert, Patrick & Associates.

“My hope is that we don’t run into any major issues so we can get more roadway projects on the books and budgeted for next year,” said City Manager Stephen Pearl.

In addition to work on Avenue H, the project includes an asphalt overlay from 10th Street to Mesquite Street, Second, Fourth and Eighth streets.

Simcik told council members that although they had six plan holders, only one bid was received.

“We called several of the plan holders to inquire as to why they did not submit a bid and the general response was that they had heavy workloads and did not have the resources to commit to this project,” he said. “We have experienced similar bid conditions on other recent transportation projects, so this appears to be a common theme in Central Texas.”

Simcik said many contractors are tied up with the Interstate 35 expansion, other municipal projects and private development projects and they are “not hungry” for more business.

Before the meeting adjourned, council members voted to hold several workshop meetings to discuss updates to the city’s comprehensive plan, subdivision ordinance and trash service contract, which ends this year, and to create a council conduct policy.

The council will hold workshop meetings Nov. 25 and Dec. 3, both starting at 6:30 p.m., at the J.W. Sims Community Center.
