HARKER HEIGHTS - Mayor Mike Aycock presided over his first City Council meeting Tuesday night.

In addition to Aycock's first official meeting as mayor, Spencer Smith was appointed as mayor pro tem, succeeding Sam Murphey.

"Mike is not a rookie to City Council," Murphey said. "He was on the City Council for six years. He knows what's going on in the city. He has a whole lot of experience with that. In my opinion, he's going to be a great mayor."

"Mike did a super job on his first day as mayor," said newly re-elected Councilman Rob Robinson. "Things will be different, but I think things will be great with Mike as the mayor. I'm looking forward to working with him and being on City Council."

At the meeting, the council also:

Approved a resolution awarding a contract for the maintenance yard pump station and 1.5 million-gallon ground storage tank project to Payton Construction for $2,437,600.

Approved a negotiated resolution between the Steering Committee of Cities served by Oncor and Oncor Electric Delivery Company LLC regarding the company's application to increase electric rates in all cities exercising original jurisdiction.

Authorized the city manager to negotiate and sign an engineering/architectural contract with Clark & Fuller PLLC for development of Phase 3 of the Summit Soccer Complex. The negotiated contract will include surveying services, geotechnical services, civil engineering design services, project bidding phase, construction administration phase and daily on-site construction inspection services.

Approved a resolution designating certain officials to act on behalf of the city in dealing with the United States Olympic Committee; certifying that the city is eligible to receive grant funding for the Adaptive Sports Program.
