HARKER HEIGHTS - The City Council reviewed its contract with Centex Waste Management at a Tuesday workshop after receiving complaints from residents that bags of trash were being left behind on collection day.

Harker Heights Public Works Director Mark Hyde discussed the city's contract with Centex Waste Management, which currently does not impose a limit on the number of bags left for pickup.

Residents have complained that bags of trash are being left on the curb and not picked up until later in the week.

Hyde told the council the waste management company wants to propose a limit on the number of items left at the curb for each service pickup.

With the proposed change, each item would be counted individually - a single garbage container would count as one item and an additional container would count as a second.

The city's contract with Centex Waste Management states that it is "expressly understood and agreed that the contractor shall collect and deliver for disposal

all garbage."

"The problem is, they're not doing their job," said Harker Heights City Manager Steve Carpenter. "Our job is to take care of the citizens."

In other business, the council:

Received and discussed a presentation regarding a proposed planned development near the intersection of Old Nolanville Road and Nola Ruth Boulevard to include age-restricted multifamily housing. The housing would include a total of 96 units and would be geared toward an independent and generally healthy 55 and older age group.

Received and discussed a presentation regarding the Indian Trail Overlay Project. The public works department recommended a bid with TTG Utilities, LP that includes the removal of nine inches of existing asphalt and subgrade with replacement of eight inches of treated cement, along with a bid for a second 5-foot sidewalk on the north side of the road. The total of the two bids offered is $970,172.50.
