Killeen council begins budgeting process tonight

The Killeen City Council will get its first in-depth look at the proposed 2011-12 fiscal year budget during a workshop and subsequent council meeting today at City Hall.

The scheduled budget presentation caps off months of number-crunching by interim City Manager Glenn Morrison, department heads and others in the city's finance department.

Now it will be up to the council members to join in the process and ultimately approve a completed budget by the Oct. 1 deadline.

"We are certainly in tough times, but I don't think we're any different from the rest of nation," Mayor Pro Tem Scott Cosper said Monday. "We need to look for ways to cut out any fat and be more conservative than maybe we've had to be in the past. I believe our staff has worked really hard to provide us with a good, sound budget and I look forward to getting it and looking through it."

Morrison declined to comment on the budget until the council has the opportunity to view the proposal. Last September the City Council approved a 2010-11 budget that called for $208.2 million in total expenditures - $69 million of which was designated for the general fund.

A tax increase from 69.9 cents to 74.28 cents per $100 valuation was also approved as a means to generate revenue for a roughly $30 million bond for roadwork projects.

In other business set to be addressed today, the council will hear a recommendation from the employee insurance committee recommending a change in the city's health insurance provider. A switch from Scott & White Health Plan to Blue Cross Blue Shield of Texas is reportedly being recommended for approval.
