Killeen council to consider approval of phase one of capital improvement project

Killeen’s environmental services director Tuesday presented the City Council with a request to enter into an agreement to begin phase one of a major capital improvement project that will address various flooding and structural issues in the city.

The project is part of the Major Drainage Capital Improvement Program, which falls under the Drainage Master Plan the city adopted in 2005.

Kristina Ramirez, director of environmental services, said staff negotiated a “fair and reasonable” price of $63,700 with Walker Partners LLC, who will provide design and construction services for the reconstruction of Valley Ditch.

Hilary Shine, city spokeswoman, said Valley Ditch is primarily located down the center of Valley Road until it crosses Rancier Avenue meandering to its confluence with Nolan Creek. Shine said Valley Ditch is the name recognized by the Federal Emergency Management Agency for the concrete channel.

According to city documents, the project will be done in five phases. In its entirety it will address structural failures, flood-prone locations, street flooding and inadequate grading issues in the drainage basin.

Phase one will address drainage improvements at the Burlington Northern Santa Fe railroad crossings north of Avenue G, east of College Street, south of Avenue D and west of Second Street.

Ramirez said funding for the project is available in the city’s environmental service division’s budget.

The council will vote whether to grant approval at its regular meeting Tuesday.

Other business

The council also came to a consensus to allow restaurants that are zoned B-3 and higher to be allowed to sell alcohol without submitting a separate request for RC-1 zoning, which was mandated in the past.
