Ebco General Contractors of Cameron expects to begin grading land about the middle of this week for the new Shilo Inn to be built adjacent to the Killeen Civic and Conference Center, company officials said.
The company received a number of construction permits last week totaling more than $10 million. The city waived fees that would have totalled $36,113 as part of an incentive package that includes a tax abatement amounting to $259,833 over five years.
The deal also called for Shilo to buy the 5.7 acres from the Killeen Economic Development Corp. for $555,000 after the city sold it to the KEDC for $1.055 million.
Ebco spokesman Jeff Byrd said Shilo officials told the company they would complete paperwork on the construction by midweek. After that, were not going to waste any time. Well get started right away, he said.
The 160-unit full-service hotel will be at the northwest corner of W.S. Young Drive and Elms Road.
City officials have not announced plans for groundbreaking ceremonies.
Twice in recent years, the City Council advertised for proposals for a large hotel beside the conference center to offer three full meals a day, conference facilities and inside access to rooms, among other facilities because convention planners had been bypassing the city in favor of locations where attendees would not have to commute.
The only offers they received were for facilities far less than they wanted. Shilo responded at the close of the last period with requests for financial breaks.
To provide the incentives, the city had to designate the land a reinvestment zone to comply with state law. In the process,it included the Civic and Conference Center and other nearby city facilities in the zone, along with some undeveloped land.
Ebco will do the general building, valued at $7.09 million, and electrical work totaling $1.2 million, plus landscaping, mechanical, plumbing, asphalt, fencing, and swimming pool work.
