Heights ponders parking policies

HARKER HEIGHTS – The city is considering amending its code of ordinances to prevent residents from parking their vehicles in their front yards in residential neighborhoods.

The city's code of ordinances currently does not impose standards on vehicles parking in areas with non-concrete surfaces in residential areas.

A resident brought the issue to the council's attention at the June 27 council meeting. The council discussed the parking issue during the July 18 workshop and plans to take further action.

"I would suggest that we have some public hearings on what we end up doing and make sure we get some input on it," City Manager Steve Carpenter said at the July 18 workshop. "We need to give people a chance to respond."

City officials are now reviewing ordinances statewide to determine the standard for parking in residential neighborhoods.

Killeen does not allow parking on any surface other than an all-weather surface, with the exception of residents who do not have driveways or live on streets where parking is not allowed.

Copperas Cove allows parking only on approved driveways or parking areas. The city does not allow parking in front yards.

Glenn Heights, located south of Dallas, has similar ordinances to Killeen and Copperas Cove, but it requires boats, trailers, campers and RVs to be parked behind front building lines on an approved surface, which must be similar to the existing concrete driveway, or behind a 6-foot tall fence or approved landscaping.

Glenn Heights allows its residents to park one vehicle, trailer, RV, or camper in their backyards as long as the vehicle is behind a 6-foot fence. This does not, however, apply to junked cars.
