Towing fee increase proposal drafted by city staff

City staff drafted an ordinance to raise towing fees and presented it to the Killeen City Council for consideration at its Tuesday workshop meeting, nearly three months after more than a dozen towing companies requested the city increase its rates.

The ordinance follows negotiations that began in late August with the Bell County Towing Association regarding a fee hike.

The proposed ordinance increases the basic tow fee to $150, adds a $50 flat-bed fee, a $20 waiting fee charged in 15-minute increments after a tow truck has been idle on scene for a half-hour, a $95 winching fee and a $3 per mile fee for tows outside the city limits.

The current rate is a flat $90 fee for arrest-related tows and $110 for accidents.

Thirteen local towing companies asked the city in August to increase fees charged to residents who have their vehicles towed by police.

Rose Goode, an employee of Goode Towing and a representative for the towing association, brought the matter before the council, saying it had been a decade since the fees were increased.

The council shot down the association’s request for a 10 percent fuel surcharge on all tows and altered its $95 per hour wait time fee charged in 30-minute increments. The council will vote on the proposed ordinance Dec. 17, and if approved, it will take effect Jan. 1.
