Eastbound U.S. Highway 190 drivers turn it around

The U.S. Highway 190 turnaround at Farm-to-Market 2410 opened May 24 and is providing traffic congestion relief, according to the city.

“It’s working marvelously,” said Mark Hyde, Harker Heights public works director. “Depending on the time of day, it saves motorists at least two (stoplight) cycle lengths.”

The road segment opened two months later than anticipated, after the city installed a remanufactured piece of guardrail, Hyde said. Workers should finish lane striping and lane designation signs this week. No citizens presented traffic concerns to City Council before it approved the project in January 2012, but they appreciate the convenience of the turnaround, Hyde said.

The city partnered with the Texas Department of Transportation and Federal Highway Administration to complete the project via “Pass Through” funding, Hyde said.

“I think our city council knew it was time to do the project, and we had a good opportunity with the pass-through funding,” Hyde said.

Pass Through will reimburse $1.8 million of the total $2.3-million construction cost to the city during a 10- to 20-year period, according to information from TxDOT.

Before the turnaround, traffic at the U.S. 190 and FM 2410 intersection became most congested during rush hour and lunchtime, Hyde said.

“People were impatient waiting on the signal to turn green.”

The city currently isn’t planning to build more turnarounds because TxDOT and the Federal Highway Administration haven’t called for more projects in 2013, Hyde said.
