    I think we should go with the requirement to spay and neuter your pets unless you are a licensed breeder. Making this a class C misdemeanor would force owners to take responsibility for their pets. With all the unwanted pets around Bell and Coryell county action needs to be taken. Everyone wants s to adopt a puppy but when the puppy grows to be a full grown dog they’re quick to get rid of them.
