Texas’ new law guaranteeing the opportunity for public comment at all governmental meetings is a win for citizens — but only if it’s applied properly.

HB 2840, which went into effect Sept. 1, requires that a board (or council) must allow every person the opportunity to address the body on an agenda item during or before consideration of the item.
