COPPERAS COVE — Mayor John Hull and City Manager Andrea Gardner cut a ribbon to officially open the U.S. Highway 190 bypass and Farm-to-Market 2657 road projects during a ceremony Thursday on the bypass near Old Copperas Cove Road.
